You are free to triage existing open bugs there, and ascertain whether 
they apply to current sources, whether they are duplicates, etc..  You are 
free to file new bugs there when you discover bugs in the existing 
checked-in binutils source code (whether or not you are also sending 
patches for those bugs).  You are free to send patches to fix reported 
bugs.  Without having actually spent a substantial amount of time working 
with it, it's hardly possible to meaningfully or constructively identify 
deficiencies in how it is used ("great shame" is not constructive).  
Reviewing lots of open bugs takes time - I've done it for glibc earlier 
this year - but it's necessary to be able to understand the Bugzilla 
state.
