Umm, I think you mean that you've completed FSF copyright assignment.
Maintainership is something altogether different and is decided by the
head maintainer(s).
It is common for the submitter of a brand new port to become its
maintainer because they know the machine the best, but this it not
automatic. A maintainer needs to demonstrate their ability to respond
to bug reports, check testsuite results, etc.

If you have completed the copyright assignment, you should begin by
preparing your patch. You should make sure that there are no (or very
few) testsuite failures, that the code compiles without warnings and
that there are some target-specific test cases where it makes sense to
write them.
Then, submit your patch as a large diff to this mailing list and someone
can review it.
