Interesting. I never noticed before that the tree you get when
you use an anonymous CVS check:

  $ export CVS_RSH=/usr/bin/ssh
  $ export CVSROOT=:pserver:anoncvs@sources.redhat.com:/cvs/src
  $ cvs -q -z3 co -P binutils

is different that when you use your personal account, to be able
to get write access:

  $ export CVS_RSH=/usr/bin/ssh
  $ export CVSROOT=:ext:fnf@sources.redhat.com:/cvs/src
  $ cvs -q -z3 co -P binutils

So the original patch is obviously not the right thing to do, but
that still begs the question of why some *.gmo files are missing
from the tree you get with anonymous access.
