Well, I vote for a "1:1 match of info pages to a tool's name".
i.e. $target-xxx.info for cross toolchains, and xxx.info for non-cross
toolchains.

I think, people expect "a package to install free of conflicts".
ATM, this applies to most parts of a GNU cross toolchain, except for
info pages and to i18n support (locale/*).
