tweak ppc64 section alignment

- Subject: tweak ppc64 section alignment
We can align a section directly rather than specifying its address, so
do so.
* emulparams/elf64ppc.sh (.tocbss): Use new section alignment scheme.
(.got, .toc1, .opd): Likewise.
