For old binutils, it will be at the beginning of .got. For new
binutils, it will always be at the lesser of .got size and 32k.
More precisely:
binutils layout .got size g_o_t
old old 16 to 32768 4
new old 16 to 32776 size - 12
old 32780 to 65536 32768
secure 12 to 32776 size - 12
secure 32780 to 65536 32768
Writing out this table made me realize there is a bug in the current
code for old layout >= 32780. I'll fix it later today.
