Hi Zack,

        * bfd/elf32-arm.c: Make all #ifndef OLD_ARM_ABI blocks
        unconditional.
        * include/elf/arm.h: Make all #ifndef OLD_ARM_ABI blocks
        unconditional, delete all #ifdef OLD_ARM_ABI blocks.
