PATCH: update bfd and opcodes for automake 1.9

- Subject: PATCH: update bfd and opcodes for automake 1.9
bfd and opcodes don't support automake 1.9. As the result, you will
get
Makefile:884: warning: overriding commands for target `config.status'
Makefile:576: warning: ignoring old commands for target `config.status'
in bfd and opcodes. And Makefile dependencies are missing. Also
"make install" will fail in bfd/doc. I am checking this patch to fix
those and require automake 1.9.
