Convert gas/config/tc-m68k.c to C90


Tested by building and testing cross assemblers for m68k-linux, m68k-coff
and m68k-linuxaout and committed as obvious.

	declarations.  Indentation fixup.
	[M68KCOFF]: Include "obj-coff.h" instead of declaring
	obj_coff_section ourselves.
