IMHO, I did that with --enable-targets=all.

Yes.  The binutils configure process uses the default target when it
decides which tools to build.  Use --target to specify something
support, like i386-pc-linux-gnu, and it should work.

Indeed, specifying a target worked, although --disable-nls was required.
