Add some support for g++ V3 mangled names to binutils/stabs.c


I checked in a patch to add some support for g++ V3 mangled names to
binutils/stabs.c.  The support is not complete, but it's certainly
better than what was there before.  Previously objdump --debug would
simply fail in all cases which required demangling a V3 name.  It will
now succeed in most common cases.

Current versions of g++ don't rely on mangled names nearly as often as
older ones do.  However, for the specific case of static member
functions, the only way to get the argument types is to demangle the
name.

Of course, g++ normally uses DWARF debugging information these days.
But some people do still use stabs.  And objdump --debug doesn't
support DWARF at all.
