[MIPS PATCH RFA] add MIPS64r2

I've had this sitting in a source tree here for ... a while, waiting
for me to dust it off, update it to current, and double check it. The
time has come. 8-)

at one point (a while ago now), I talked w/ somebody at MIPS and we
collectively came to the conclusion that that was the right ELF arch
number to use for 64r2 (and that, likewise, the number i put in for
32r2 was the right one to use for that).

Tested with a bunch of targets, including mipsisa64r2-elf (config.sub
change to be submitted to master sources in a little bit).

I'll submit a news entry once this is approved/committed.

(BTW, having looked at the current mips.exp, i'm not sure that i
believe that the 'addr32' checks are "The Right Thing." But i've got
other fish to fry.)
