Perhaps, experiences of SuperH would help.
IIRC, we keep ABI for sh-linux as same as sh-elf, except the case
sh-elf violates normal UNIX ABI (prepending underscore for symbol).
We keep REL as is. Use RELA for PIC linkage.
I think that this is not complex.
