PATCH RFA: add MIPS32 Release 2 to gas news.

- Subject: PATCH RFA: add MIPS32 Release 2 to gas news.
Seeing the release-prep announcement, I realized that we put in
support for m32r2 (since the last major release), but i didn't put in
a news announcement about it...
It's a bit belated, but should be noted in the new release's NEWS file
IMO.
