Binutils 2.13 released

Subject: Binutils 2.13 released

I've just put the archives on sources.redhat.com and gnudist.gnu.org; they
should be available from ftp.gnu.org in a couple of minutes, and mirrors
soon after.  Thanks to everyone who contributed to this release.

The 2.13 branch is now open again; I'll be merging a collection of
miscellaneous patches later this week if no one else beats me to them.
