Fix spurious failures in ld-plugin/lto.exp
* ld-plugin/lto.exp: Make "-Wp," prefix optional when filtering
out _FORTIFY_SOURCE.
("Build libdummy.a 9", "PR ld/12696"): Mark as c++.
