constants.

* gold.h (string_hash): New template.
* output.h (Input_section_specifier::hash_value): Use
gold::string_hash.
(Input_section_specifier::string_hash): Remove.
* stringpool.cc (Stringpool_template::string_hash): Use
gold::string_hash.
