* config/tc-arm.c (arm_is_eabi): New function.
* config/tc-arm.h (arm_is_eabi): New prototype.
(THUMB_IS_FUNC): Use ELF function type for EABI objects.
* doc/c-arm.texi (.thumb_func): Update documentation.
